ICT for Development (ICT4D) Projects in Developing Countries: A Proposed Conceptual Framework

In general, ICT projects towards development in developing countries are typically guided and designed at the macro level (national strategic), adopted at the meso level (organization), implemented at the micro level (individual/group/ community), and are exclusively dependent on the interests and funding from the international development agencies. Therefore, ICT4D research can be understood at the above three levels.
